North Thurston Citizens for Schools (NTCFS)

 

By-Laws

 

Article I:  Purpose & Objectives

 

A.  North Thurston Citizens for Schools (NTCFS) is a non-profit educational advocacy organization (RCW 24.03) registered with the Office of the Secretary of State, Unified Business Identification (UBI) Number 602445170, the Washington Public Disclosure Commission (RCW 42.17) and the Federal Internal Revenue Service with organizational Identification Number 91-1405240.

 

B.  The purpose of NTCFS is to advocate for passage of school levy and/or bond issues and be a communication link between parents and citizens of the district and the North Thurston Public School (NTPS) District Board of Directors and District Administration.

 

C.  NTCFS objectives include planning and conducting school levy and/or bond election campaigns with activities including but not limited to: fundraising; voter registration; and dissemination of campaign literature to voters.

 

 

Article II:  Organizational Structure & Fiscal Year

 

A.  Membership: Any person residing in Thurston County may volunteer to become a member of North Thurston Citizens for Schools.  There are no membership fees or annual dues. 

 

B.  The organization consists of Officers, an Executive Committee and a Full Committee representing the geographical area of each NTPS.

 

C.  Officers: The officers are Chair (or Co-Chairs), Treasurer, and Secretary.

 

D.  An Executive Committee of at least 12 members, including the officers, shall conduct business on behalf of the organization.

 

E.  The Full Committee will include at least two persons who live in or represent the catchment area of each elementary, middle and high school in the North Thurston Public School District.  The NTPS Board of Directors and the North Thurston Education Association are encouraged to appoint a liaison member to NTCFS.

 

F.  Other committees and task forces may be formed as needed to carry out the purpose and objectives of the organization.  Members of these committees or task forces will be appointed by the Chair (or Co-Chairs) with the consent of the Executive Committee.

 

G.  The fiscal year shall be from September 1st through the following August 31st.

 

 

Article III:  Election of Officers & Term of Office

 

The officers of NTCFS will be elected in the first quarter of odd number numbered years and serve for a term of 24 months or until replacements are elected.

 

 

Article IV:  Duties of the Officers

 

A.  Chair (Co-Chairs):   Responsible for directing the organization including convening and conducting meetings at least quarterly, setting agendas, drafting an annual budget and operating policies, and authorizing and approving expenditures within approved budget limits.

 

B.  Treasurer:  Responsible for records of all contributions, bank deposits and disbursements; ensuring accurate reports to the State Public Disclosure Commission and the Federal Internal Revenue Service (form 990); and making financial status reports to the Executive Committee.

 

C.  Secretary:  Responsible for taking minutes; recording the decisions of the Executive Committee; and for orderly maintaining and securing all NTCFS records.

 

D. The Officers will appoint an Executive Committee.

 

Article V:  Rules and Quorum

 

A.  Business will be conducting using Robert’s Rules of Order, Newly Revised, 10th Edition, October, 2000.

 

B.  A quorum shall consist of no less than 40% of the Executive Committee provided either the chair (co-chair) or treasurer is present.

 

C.  Bylaws may only be amended by 2/3 vote of the Executive Committee after members have received a ten day advanced notice of the proposed action.
